There is far more to this story in the full episode with Scott Wolter, on the YouTube channel. A collector of Templar artifacts told Scott that scuba divers recovered these pieces from 60 to 90 feet of water, at a site he places in the Azores. Barnacles on the bottom of one piece suggest it came from underwater. At first it looks like slag. After holding it in his hand, Scott concluded that it is slag welded to graphite, fused so completely that you could not chip the two apart. In his opinion, this does not form naturally 60 to 90 feet below the surface. It points to something man-made.
